Caste Census Approved: In a landmark Cabinet meeting chaired by Prime Minister Narendra Modi on Wednesday, the central government took three impactful decisions that are set to reshape India’s social structure, rural economy, and regional connectivity.

From approving a nationwide caste census to raising the FRP for sugarcane farmers, and giving the green signal to a high-speed highway corridor in the Northeast, the Modi government has touched three crucial pillars of governance—data, development, and dignity.

Caste Census to Be Conducted Nationwide — First Time Since Independence

Union Minister Ashwini Vaishnaw announced in a press briefing that the central government will conduct a caste census, and it will be integrated into the main population census — a decision that hasn’t been taken since 1947.

When Will the Census Begin?

  • The process is likely to begin in September 2025 and may take about a year to complete. Final reports are expected by end-2026 or early 2027.
  • Notably, the 2021 census was postponed due to the COVID-19 pandemic. Traditionally, India conducts a population census every 10 years.

Political Context

  • Opposition parties like Congress, RJD, SP, BSP, NCP (Sharad Pawar) have been pushing for a caste-based census.
  • Rahul Gandhi had also advocated for it during his recent visit to the United States.
  • Though BJP was earlier hesitant, it supported and conducted a caste-based survey in Bihar, which released its data in October 2023.

Vaishnaw accused the Congress of political opportunism, saying, “They used caste census as a political tool. PM Modi has now made it a national policy priority.”

Sugarcane Farmers Get a Boost: FRP Raised to ₹355/Quintal

The Cabinet also announced a much-awaited relief for sugarcane farmers. The Fair and Remunerative Price (FRP) for the 2025-26 sugar season has been set at ₹355 per quintal, which is the minimum price sugar mills must pay to farmers.

Why It Matters

  • Rising input costs have burdened cane farmers across India.
  • The new FRP will directly benefit farmers in sugarcane-dominant states like Uttar Pradesh, Maharashtra, Karnataka, and Bihar.

This move is expected to ease financial pressure, and improve farmers’ cash flow, especially before the festive and sowing seasons.

₹22,864 Crore Highway Project to Transform Northeast Connectivity

Another major announcement was the approval of the Shillong to Silchar High-Speed Silver Corridor, a 166.8 km four-lane highway connecting Meghalaya and Assam.

  • Estimated cost: ₹22,864 crore
  • Route: Shillong to Silchar via strategic terrain
  • Goal: Strengthen economic, strategic, and trade connectivity in the Northeast

Union Minister Vaishnaw said, “This corridor is a game-changer for the Northeast. It will open up the region for business, logistics, tourism, and rapid economic development.”

What Makes These Decisions Historic?

  1. Caste Census: For the first time since independence, India will have official, nationwide caste-based data—crucial for evidence-based policymaking.
  2. FRP Hike: Ensures better income security for millions of cane farmers battling inflation and climate stress.
  3. Northeast Corridor: A bold step toward integrating the North-Eastern region with the national economic mainstream.
