No Aadhaar Card Without NRC: Assam Chief Minister Himanta Biswa Sarma has made a big announcement on Saturday (September 7, 2024). He made it clear that the state government led by him has become even more strict regarding making Aadhar cards. Now to get Aadhar card, applicants will have to submit NRC Application Receipt Number (ARN). According to the Assam CM, a detailed standard operating procedure (SOP) will be prepared for this and it will be implemented from October 1, 2024.

According to Assam CM, submitting the application receipt number of National Register of Citizens (NRC) will stop the influx of illegal foreigners and the state government will be very strict in issuing Aadhar cards. The applications received for Aadhar cards are much more than the population, which shows that there are suspicious citizens in the state. This is the reason why the Assam government has asked to submit the NRC application receipt number for Aadhar card.

Getting an Aadhaar card will not be easy!

According to Himanta Biswa Sarma, it will no longer be easy to get an Aadhaar card in Assam. It is expected that other states will also be strict about issuing Aadhaar cards. Submitting the NRC Application Receipt Number (ARN) will not apply to the 9.55 lakh people whose biometrics were locked during the NRC process, they will get their cards. This process will also not apply in tea garden areas as people there have not received Aadhaar cards due to some difficulties like unavailability of sufficient biometric machines.

Assam CM said that there are four such districts in the state from where more applications have been received for Aadhar card than the estimated population. In these four districts, there are 103.74 percent applications in Barpeta, 103 percent in Dhubri, 101 percent in both Morigaon and Nagaon. The Center has given the state governments the right to decide whether Aadhar card can be issued to any person or not. In such a situation, the Assam government has decided that Aadhar cards will be issued to new applicants only when a no objection certificate is given by the concerned District Commissioner. These certificates will also be checked closely. If the applicant has NRC ARN, it becomes clear that he was in the state before 2014. 

Process to catch illegal foreigners accelerated

Himanta Biswa Sarma said that the process of identifying illegal foreigners has been expedited, as two Bangladeshis were caught last month and handed back. Not only this, surveillance has also been intensified in the border areas. Village or area level government officials will be activated to gather information about new and unknown persons in the state. If any suspect is caught and Aadhaar, PAN, Voter ID or Passport is found with him, then his biometrics will be taken, so that he can be caught in case of such reaction in future.
