Ultimately, Devendra Fadnavis was nominated as CM, relegating Shinde and Ajit Pawar to Deputy CM roles. Shinde’s demand for the Home Ministry was another sticking point, which BJP outright rejected.
Fadnavis’ Challenges Begin
The initial days of Fadnavis’ tenure indicate that running the Mahayuti government will not be easy. Shinde has made it clear that he will not play second fiddle quietly. By positioning himself as the “high command” of his faction, Shinde’s assertiveness is bound to challenge BJP’s dominance. Maratha Reservation: A Political Minefield
One of the most pressing issues for the new government is resolving the Maratha reservation crisis. The Supreme Court’s rejection of the previous government’s reservation policy citing a constitutional cap of 50% has reignited unrest among the Maratha community. Manoj Jarange’s protests have added fuel to the fire, making it a litmus test for Fadnavis.
Fadnavis’ earlier attempt to provide 16% reservation during his previous term ended in legal setbacks. The Shinde government’s move to include Marathas in the OBC category has also faced resistance, risking alienation of established OBC voters. The BJP’s promise to increase the “Ladki Behen Yojana” benefits from ₹1,500 to ₹2,100 poses a significant financial strain. With Ajit Pawar handling the Finance Ministry, Fadnavis must strike a delicate balance between delivering welfare schemes and maintaining fiscal discipline to avoid a Himachal Pradesh-like economic situation.
The Battle for Cabinet Berths
The ongoing tussle for cabinet portfolios threatens to further destabilize the government. Shinde’s insistence on key ministries, including the Home Ministry, reflects his unwillingness to take a backseat. BJP’s reluctance to concede such critical portfolios stems from its aim to maintain control. However, with Ajit Pawar biding his time and leveraging his position, BJP may find itself cornered.
The delay in portfolio allocation is indicative of deeper rifts within the alliance. Shinde’s faction, already weakened by defections, risks losing relevance without significant representation in the cabinet. On the other hand, BJP must tread carefully to ensure its dominance without alienating its allies.

The uneasy alliance among the three factions underscores the larger power struggle. Shinde’s Shiv Sena, once a breakaway faction, faces an existential crisis without significant power.
