PM Modi Speech in Parliament: During a discussion on the Constitution on Saturday, PM Narendra Modi called the Congress a party that hunts the Constitution. In his 1 hour 49 minute speech, he said that the Congress was so obsessed with amending the Constitution that it kept hunting the Constitution from time to time. It kept bleeding the soul of the Constitution. The Constitution was changed 75 times in about 6 decades. He said that history says that from Nehru to Rajiv Gandhi, everyone misused the Constitution. Their new generation is also on the same path. Congress Prime Ministers from Nehru ji to Rajiv Gandhi opposed reservation. Nehru ji wrote long letters.

Modi said- Emergency was imposed, constitutional arrangements were abolished. The country was turned into a prison, rights were snatched away, freedom of press was locked. This sin on the forehead of Congress is never going to be washed away. When democracy will be discussed, this sin is not going to be washed away.

1. Constitution changed 75 times in 6 decades: Congress was so greedy for making amendments to the Constitution that it kept hunting the Constitution from time to time. It kept bleeding the soul of the Constitution. The Constitution was changed 75 times in about 6 decades. The seed that was sown by the country’s first Prime Minister was nurtured and nurtured by another Prime Minister, Mrs. Indira Gandhi.

This sin on Congress’ forehead will never be washed away. When democracy will be discussed, this sin will not be washed away.

3. ..Because Congress had sin in its belly: Congress has constantly disrespected the Constitution. It reduced its importance. Congress is full of many examples of this. Very few people would know about 370, very few people knew about 35-A. Parliament was rejected without coming to Parliament. Parliament is the first son of the Constitution, it was also strangled. 35-A was imposed, if this had not happened, the condition of Jammu and Kashmir would not have been like this. This work was done on the orders of the President and the country was kept in the dark, because it had sin in its belly, they wanted to hide it from the public.

4. Congress does not accept the constitution of its party: Those who search for names of people in the constitution, there used to be a president of Congress who belonged to the most backward society. How they insulted their president Sitaram Kesari. How they locked him in the bathroom. They picked him up and threw him on the pavement. Not accepting the constitution of their party, not accepting democracy, the entire Congress party has been taken over by one family.

I am mentioning one family because one family has ruled for 55 out of 75 years. The country has a right to know what has happened. The tradition of this family’s bad thoughts, bad customs and bad policies is continuing. This family has challenged the Constitution at every level.

On Nehru: If the Constitution comes in the way, changes must be made

Before 1952, there was no Rajya Sabha. There were no elections in the states. There was no mandate. The constitution makers had done so much thinking recently. In 1951, they changed the constitution by bringing an ordinance. Freedom of expression was attacked. The constitution makers were not allowed to have their way.

He did the things he wanted, which he could not get done within the Constituent Assembly, through the backdoor, he was not the Prime Minister of the elected government. He committed a sin. During that time, Prime Minister Nehru ji wrote a letter to the Chief Ministers – If the Constitution comes in the way of us, then changes should be made to the Constitution at any cost.

This sin was committed in 1951. President Dr. Rajendra Prasad said that this was wrong. The speaker also said this, great people like Acharya Kriplani and JP also asked to stop it. Pandit ji had his own constitution. He did not listen to the advice.

On Indira Gandhi: She imposed emergency, took decision for the sake of power

Parliament can do whatever it wants in any article of the constitution and the court cannot look at it. This sin was committed by Indira Gandhi in 1971. This change gave Indira ji’s government the right to snatch fundamental rights and control the judiciary. Indira ji’s election was rejected by the court due to wrong policy.

When he was about to resign from his MP post, he imposed emergency in anger to save his chair. He made 39 amendments in 1975. He made such changes that no one can go to court against the election of President, Vice-President, Prime Minister, Speaker. He also made changes in the past.

During the emergency, people’s rights were snatched away, thousands of people were put in jail. The judiciary was strangled, the freedom of newspapers was blocked. Justice HR Khanna gave a judgment against his election, he was so angry that Justice Khanna was to become the Chief Justice of the Supreme Court, but he was not allowed to become the Chief Justice.

On Rahul: An arrogant person tore up a cabinet decision

The work of amendment in the constitution was started by Nehru ji, Indira ji took it forward, Rajiv ji nourished it. They were already bloodied. The next generation is also involved in the same mischief. I am quoting a book. It is written in it- I have to accept that the party president is the centre of power. The government is accountable to the party. This has been said by Manmohan Singh.

For the first time in history, the constitution was hurt so deeply. The constitution makers had imagined an elected government and a PM. They also placed an unconstitutional National Advisory Council above the Prime Minister. It was given an undeclared status equal to the PMO. Another generation moved forward, what did it do?

Under the constitution, the people elect the government. The head of the government forms the cabinet. The decision taken by this cabinet, the arrogant people who insulted the constitution tore the cabinet’s decision in front of the journalists. It is unfortunate that an arrogant person tore up the cabinet’s decision and the cabinet changed its decision. What kind of system is this?

The constitution makers were against reservation on the basis of religion

When the constitution was being made, the makers had intense discussions for hours and days on whether there should be reservation on the basis of religion or not. Everyone was of the opinion that for the unity and integrity of a country like India, there cannot be reservation on the basis of religion. For the sake of power, for the hunger for power, for the sake of vote bank, a new game of reservation on the basis of religion has been played. Some space has been given as well. Now, shocks are being received from the Supreme Court.

The burning issue of Uniform Civil Code was also on the mind of the Constituent Assembly. It discussed UCC in detail and decided that it would be better if the elected government decides on it. Ambedkar had advocated the abolition of personal laws based on religion. At that time KM Munshi had said that Uniform Civil Code is essential for national unity and modernity.

The Supreme Court has also said many times that UCC should be introduced in the country. Orders have been given to the governments. Keeping that in mind, we are working with full force for a secular civil code. Today, the Congress people are disrespecting the Supreme Court as well because it does not suit their politics. For them, the Constitution is a weapon for politics, playing games and intimidating.

PM Modi gave 11 resolutions to the country

At the end of his speech, the Prime Minister gave 11 resolutions to the country. He said:-

  • 1. All citizens and government should perform their respective duties honestly.
  • 2. Every region and society should get equal benefits of development; the spirit of ‘Sabka Sath, Sabka Vikas’ should remain.
  • 3. Zero tolerance policy should be adopted towards corruption and social acceptance of corrupt people should end.
  • 4. A sense of pride should be awakened in following the laws and traditions of the country.
  • 5. There should be freedom from slavery mentality and we should be proud of the cultural heritage of the country.
  • 6. Democracy should be strengthened by freeing politics from nepotism.
  • 7. The Constitution must be respected and must not be used as a weapon for political gain.
  • 8. Reservation which is being provided to the classes under the Constitution should continue, but reservation should not be given on the basis of religion.
  • 9. Women led development should be given priority.
  • 10. Development of the nation should be ensured through the development of the state.
  • 11. The goal of ‘One India, Great India’ should be given top priority.

  1. Congress and the Constitution: PM Modi accused the Congress of repeatedly harming the Constitution after “tasting blood” and misusing it during events like the Emergency.

  4. ‘Garibi Hatao’ Slogan: He called out Congress’ slogan of “Garibi Hatao” as mere political rhetoric, claiming it failed to uplift the poor.
  5. Article 370 Abrogation: PM Modi praised his government for abrogating Article 370, showcasing their commitment to the Constitution and national unity.
  6. Shah Bano Case: He criticized Rajiv Gandhi’s government for overturning the Supreme Court’s decision in the Shah Bano case, claiming it prioritized fundamentalism over justice.
  7. Sonia Gandhi’s Role: Modi took a dig at Sonia Gandhi, alleging that the National Advisory Council under her was placed above the PMO, undermining constitutional processes.
  8. Emergency on Constitution’s 25th Anniversary: Modi reminded that the Emergency was imposed during the Constitution’s 25th anniversary, calling it a dark chapter in democracy.
  9. Atal Bihari Vajpayee’s Government: He credited Atal Ji’s government for commemorating 50 years of the Constitution, contrasting it with Congress’ negligence.
  10. Constitution Day Celebration: PM Modi emphasized his dedication to the Constitution by celebrating its milestones, including as a Chief Minister during the 60th anniversary.
