Swati Maliwal Case: Delhi Police Seeks Answers to 20 Questions from Vibhav – Will the ‘Secret’ of May 13 Be Revealed?

Swati Maliwal Case: Delhi Chief Minister Arvind Kejriwal’s aide Bibhav Kumar was arrested on Saturday in connection with the alleged attack on Aam Aadmi Party (AAP) MP Swati Maliwal. A senior police officer said that Kumar was detained by a team of Delhi Police from the Chief Minister’s residence in the afternoon. A day earlier, Maliwal had recorded her statement before a magistrate in Tis Hazari court.

Maliwal has alleged that on May 13, when she went to meet the Chief Minister, her aide Kumar attacked her with full force, slapped her and kicked her on the chest and stomach. A senior police officer said that Kumar was arrested on Saturday from the Chief Minister’s residence, where he had gone to meet Kejriwal in the morning.

Meanwhile, Delhi Police asked Bibhav Kumar more than 20 questions about the day of the incident and sought various information from him. These are the possible questions asked to Bibhav Kumar:

1. At what time did Swati Maliwal reach the CM residence?
2. Who informed you that Swati Maliwal was in the CM residence?
3. Where were you at that time?
4. You are the personal secretary of CM Arvind Kejriwal, so did Swati Maliwal take an appointment from the CM office before meeting the CM or did she inform about her arrival herself?
5. When you reached the drawing room, who all were there?
6. What happened between you and Swati as soon as you reached there?
7. Where was Swati Maliwal sitting in the drawing room at that time?
8. Did you and Swati have a fight there? If yes, what was the reason?
9. Did you raise your hand on Swati Maliwal?
10. Did you slap Swati Maliwal and hit her head on the center table?
11. Did you pull her shirt and kick her?
12. How long did this argument between you two last?
13. Did you call the security of the CM residence to the drawing room or did she reach there herself after hearing the noise?
14. Was CM Arvind Kejriwal also present inside the bungalow at that time?
15. Did you immediately inform CM Arvind Kejriwal about this?
16. Who all were present at the bungalow at that time?
17. Do you have any other mobile video recordings other than the 52 seconds video released by you?
18. When Swati called 112, were you present at the spot at that time?
19. If Swati Maliwal was forcibly entering the CM residence, then why was no police call made by you or the CM residence?
20. Where did you go after the incident and with whom were you present?
21. Why did you complain after so many days? That is, why did you delay the complaint?
22. When you came to know that an FIR has been registered against you, then why did you not contact the concerned police station or police team?
23. Did you try to contact Swati Maliwal after the incident?

Meanwhile, another alleged video of Maliwal from the day of the incident has surfaced. In this video, a female security personnel is seen taking Maliwal out of Kejriwal’s residence by holding her hand, but as soon as she comes out of the main gate, Maliwal frees her hand.

Maliwal was medically examined at the All India Institute of Medical Sciences (AIIMS) on Friday. According to the ‘Medico-Legal Certificate’ (MLC), Maliwal has “bruises measuring approximately three by two centimetres on the back of the left leg and approximately two by two centimetres on the cheek below the right eye.”

Monday: What happened according to Maliwal

1-13 May 2024, On Monday morning she went to CM Kejriwal’s residence at the camp office. PA Bibhav Kumar was called, but he was not found.

2- According to Swati, after this she sent a WhatsApp message to Bibhav but did not get any response.

3- According to Swati, after this she went to the residence complex of CM House through the main door. She told the staff present there that she wanted to meet the CM.

4- Maliwal claims that she was told that CM Kejriwal is at home. She was asked to wait in the drawing room. 

5- She went and sat on the sofa to wait for Chief Minister Arvind Kejriwal. 

6- Maliwal alleged that during this time, CM Kejriwal’s PA Bibhav Kumar came there and beat her and misbehaved with her.

Police enters the case

1- Swati Maliwal calls 112 to inform the police about the alleged assault on her. She blames Kejriwal for the whole incident.

3. She reaches the police station in an auto and verbally informs the SHO about the alleged assault on her.

4- In the CCTV she is seen crying in front of the policemen.

Tuesday and Wednesday: two days she disappears from the scene 

After this entire uproar, she remains missing from the scene for the next two days, i.e. Tuesday and Wednesday. The police try to reach her, but are unable to contact her.

Thursday: Swati Maliwal files an FIR

1-The police contacts Swati Maliwal. The police goes to her house and records her statement.

2- Police registers an FIR based on their statement. Police registers a case under molestation, culpable homicide and criminal intimidation.

3- Maliwal is brought to AIIMS Trauma Center for medical checkup. His MRI, CT scan and other tests are done. Bibhav Kumar is given notice in the night itself. 

Friday: Police recreate crime scene at Kejriwal’s residence

1- Swati Maliwal’s statement is recorded before the court under Section 164 of CrPC.

2- After this the police reaches CM Arvind Kejriwal’s house. They inspect the crime scene. Forensic experts also accompany them and complete the necessary investigation.

3- In the evening, Delhi Police reaches Kejriwal’s house with Swati Maliwal. The police recreates the crime scene to match the statements of what happened on Monday morning.

4- Police starts searching for Bibhav Kumar. His mobile location is found in Amritsar, Punjab.

Saturday:  Police arrest Kejriwal’s PA Bibhav Kumar

1- Delhi CM Arvind Kejriwal’s personal secretary Bibhav Kumar was arrested by Delhi Police after being detained.  

2- Swati Maliwal’s medical report has come, in which it has been said that there are injury marks on the back of her leg and on her right cheek. 

3- Another video has surfaced in the alleged fight between Swati Maliwal and Bibhav Kumar. In this, the security officer present in the CM residence is seen taking Swati out by holding her hand.
